VCR Committee meeting notesAt the Dec. 8 Gowanda VCR Committee meeting, the following transpired: One of the primary purposes of the meeting was to confirm the detailed streetscape hardware locations on both Cattaraugus and Erie County sides of the village so that Michele Tow could begin to prepare the documents needed for SHPO approvals. This was completed. Another primary purpose of the meeting was to review the RFP prepared by Mike Hutchinson for selection of an engineering firm to develop the bid specifications for the street-lighting portion of the Streetscape Project. This is required if VCR funds are to be used to pay for the RFP package development. After several minor modifications including the requirement to meet with the VCR Committee prior to starting the RFP preparation, the modified RFP was approved. It was also agreed to incorporate into the RFP a pricing request for a per streetlight purchase and installation cost so that if the bids come in below generally agreed budget that additional lights might be installed, such as in the parking lot at the Municipal Building and possibly at the bridge. A concept was agreed for a wayfaring kiosk. Artist renderings will be explored for approval. Discussion on the Town Memorial Clock will be further explored after quotes for the Steeetscape elements and street lights have been received. R.A. Mercer will be contacted to determine what tax advantages might be available if the clock project were to be accomplished by private donations. It was decided that Barb Nephew would explore member funding from Kathy Young's office, for example, for additional street signs and benches. It was reported that the Hollywood did not yet have sufficient project definition beyond that which was developed for the CDBG funding through Collins to be able to request VCR funds. Additional signage for parking, hospital, library, cemetery, etc. will be explored. The next meeting of the VCR Committee is scheduled for 6:30 p.m. in the Municipal Building on Jan. 12.
